In this section of the book the reader is introduced to new dilemmas which the blind have to face within their confinement. The most prominent one is the fact that the food that they are promised rarely arrives. Everyday the quarantined people hear an announcement of rules and procedures to follow within their contained space. One of the things mentioned is that food will be delivered to everyone, everyday, three times a day. At first this message seems to be reassuring, even though its a little hostile, the promise of food seems to assure some safety. As time passes, and more and more internees appear, food becomes more and more scarce. This slowly causes panic and rancorous behavior. Its not easy to keep calm when one is threatened by starvation.
A second dilemma which the blind and contaminated have to face is living in the constant threat of death. This becomes obvious when the wounded man becomes so sick and delirious that he can barely reason. He climbs out of his bed, and drags himself to the door. The wounded man is the car thief who stole the first blind mans car. While he is dragging himself he begins to try to make excuses that will make his crime seem insignificant and make him free of blame. Once he gets to the door he startles the guards and gets shot and killed. This first death brought chaos to the confined. Everyone was forced to notice that death was not an impossibility. They had to consider the fact that at any given time it might be decided that the easiest way to deal with the quarantined would be to kill them off.
