The Queensland Government is committed to making the Gold Coast Schoolies Week

To help achieve this, Premier Peter Beattie announced a three-point plan in May


00 to provide better coordination, improved safety, and an awareness of rights


and responsibilities.


For the plan to work everyone needs to take responsibility - young people,

Festival Three Point Plan


The Queensland Government announced the Gold Coast Festival Three Point Plan on


15 May 00. The plan, produced as a result of deliberations by the Schoolies


Festival MPs Taskforce, outlines a comprehensive strategy to achieve a safer


Schoolies Festival in 00.


Key measures of the Three Point Plan include


• The Queensland Government, in partnership with the Gold Coast City Council,


has established a Gold Coast Schoolies Festival Board to have oversight of the


Festival and coordinate diversionary activities. Merri Rose, Minister for


Tourism and Racing, and Minister for Fair Trading chairs the thirteen member


board, with Gold Coast Mayor, Gary Baildon as Deputy Chair.


• Appointment of a professional event organiser to develop and organise a


detailed program of diversionary activities for school-leavers.


• Increased police presence and improved coordination with security staff and


volunteers.


• Additional temporary lighting to enhance the safety of those celebrating on


the beach, or in areas where there is festival entertainment.


• Increased Liquor Licensing presence to monitor under age offences and


trading practices within licensed premises and bottle shops.


• Running community education programs through schools to increase awareness


of liquor offences which are relevant during the Schoolies festival. This will


be accompanied by a campaign aimed at reinforcing licensee awareness of their


responsibility to restrict alcohol sales to people aged 18 and over.


• An information and training program for accommodation managers will be


developed and implemented.


• Development of A Code of Conduct for accommodation managers and young


people.


• An independent complaint-handling mechanism will be trialled to assist young


people, parents and accommodation managers with information and advice.


• Officers from Fair Trading and Youth Affairs would be available at a central


Surfers Paradise location to assist with advice in relation to accommodation


issues.


• An awareness strategy targeted at parents and young people regarding their


rights and responsibilities will be developed and implemented.
